My Uber driver in LA told me that his 25%-30% commissions are going to Netherlands for tax evasion. Is that true?

Not quite, but some truth with their foreign income
You must have been speaking to a frustrated driver that didn't have much liking for his/her boss, Uber. :)
The driver must have been referring to the Fortune article that came out last year about how Uber established a separate business in Netherlands so their income outside the US would be shielded from US taxes.
