What if I sign up to "share a ride" price and there's no one available to share with when I want to go, do I still get the discounted fare?

I heard this is a pretty common occurence. Uber is struggling to find matches, but they are all in so
the problem is... it ends up hurting the drivers. They are looking at riders who were willing to ride anyway, but they end up getting paid less.
