Do I have to file for arbitration BEFORE I can file a small claim against Uber? I thought it was a requirement that once they don't respond to the arbitration request, then you can file a small claim, if you have not opted out.

Based on Uber's terms of service, the proper course of action would usually be to file for arbitration before going to small claims court.
If you file a claim in small claims court directly, Uber will likely move to dismiss the case based on the arbitration agreement. If that were to happen, you'd be wasting time and money starting in small claims court.
