Is this a convenient excuse?  The preliminary report from authorities revealed that Uber’s self-driving car detected the pedestrian a full six seconds before impact. In other words, the technology worked exactly as it was supposed to and yet it never engaged its automatic emergency braking system. Why? Because it had been programmed not to by Uber engineers.

Yes, way too convenient. Some of this info is completely dubious.  Are they even from "federal investigators" like it says?

    - The car detected the pedestrian a full six seconds before impact?  What?  I saw the video and she was not even in sight 6 seconds ago.   Sure, maybe the person was in the camera 6 seconds ago, but that means nothing.  Everything is inside the camera

    - "Technology worked "exactly as it was supposed to."  Yeah.  sure.

Wow 6 seconds? If I had 6 seconds I would have been able to stop the car, get out, help the lady cross the street and take off again.
