No, you should not have to book a second passenger to accommodate for your walker. Whether you have UberX or UberPool, you are allowed to bring a reasonable amount of belongings and luggage. A foldable walker fits into that expectation, as it most likely fits into a trunk. This is also stated in the guidelines published by Uber.

Good question! Can your walker fold in a way that you can fit it in a standard sized trunk? Uber drivers are used to having to fit luggage in their trunk so if you can fit it that would be ideal and would relieve the worry of future passengers not fitting in the cab of the car.
If not, I would go with your suggestion of requesting your Uber Pool as 2 passengers (with your walker being the second). This won't cost you any extra money and would give your driver a heads up!

Where are you based out of? Unfortunately, from my experience Uber rules change drastically from city to city. Some cities only charge a dollar for the extra person, some don't, and some charge even more!
As you mentioned in your area that it does cost the extra for the 2nd passenger, then I would scrap my original advice and only book your Uber Pool as yourself. Uber says you are allowed to bring luggage, etc with you into an Uber pool and I would classify your walker in that category. You shouldn't be penalized and have to pay more for your walker! That is just my opinion, but I would find it hard to believe that most drivers wouldn't feel similarly and work with you if a situation arises where there is not enough room for subsequent passengers.
