Are there minimum miles when using Uber or Lyft?

As a driver or a rider? No, there really isn't a minimum distance.
I am not sure if you are referring to a driver or a passenger. I am also not sure if you mean per ride, per shift, or in general. I will try to answer for a few scenarios. I hope I an answer your question properly.
For a driver - in general: Uber and Lyft drivers, as independent contractors, get to schedule their own hours. They can drive any time and as little or as much as they want. (Well...to a certain extent.) It's been said more than 80% of all Uber drivers are part-time. This, of course, shows that there are no minimum miles or minutes the drivers need to drive.
For a passenger: The customers of Uber or the passengers specify exactly where their rides start and finish. The distance can be very short, and there is no mimum as to how far (or near) you want to go. Here are some examples of extremely short trips shared by users.
For a driver - each ride: Uber and Lyft drivers drive the routes specified by the riders, hence the length of the trip depends on what the riders want. This can be very short, but some drivers report that if the car hasn't started moving yet, the Driver App may not allow them to complete the trip. Of course, the driver can "roll" the car a few feet, and that should solve the problem.

Well, there is a minimum that a passenger has to pay so short trips shouldn't be a problem right? It's not like I could take an Uber 2 blocks and pay $2. I think the minimum is $5 or something like that (which is worth it for only driving 2 blocks if you ask me). I could be wrong though.
