Yes, the surcharges, tolls, and even surge pricing are all included when Uber provides the upfront pricing. It is a guaranteed pricing, so once you accept it (and the route doesn't change), Uber will honor the price at the time of the ride request.
Watch out for driver scams where they would ask that you pay for the tolls. Remember, they are compensated by Uber, as tolls are automatically calculated in the fare.
