So, when I specify a time, is it for when the request is sent to the drivers or is it when the drivers will arrive?
When I schedule a ride with Uber or Lyft, am I scheduling a time for pickup or for when a request will be made?

You are specifying the 15 minute pickup window.
Great question! You are scheduling for when the car will arrive. Uber would dispatch a car (i.e. send out a request) few minutes in advance to your pickup window, so the car will arrive in the time window you specify.
The window is about 15 minutes according to Uber and Lyft. Here's a statement from Uber:
Q: How long will the car wait for me once it arrived?
A: Your driver should arrive within the 15 minute window provided to you when you scheduled your ride. Once the driver has arrived, you will be notified and your driver will wait 5 minutes for you to meet the car.
