No designated area. Proceed to Main Entrance, the "front portico" (or the loop).
Outside of the main entrance, there is a designated taxi loading area (i.e. taxi stand) where the taxi drivers get their own lane and queue. You proceed to exit out of the main entrance and you should be able to see the sign.
For rideshare services such as Uber and Lyft, there are no designated areas. You are to proceed to Ground Transportation where normal pickups/dropoffs occur in the front circle.
Watch out for congestions: The DC Union Station (WAS) does experience traffic congestions during busy hours, so it may be wise to stay away from the main pickup area or the "front circle." You may have a better luck walking a block on Massachusetts Avenue to meet your driver.
