No, you are not charged the airport parking fee
No, you are not responsible for the parking fee to be picked up at the airport. Uber drivers should not be parking at airport parking lots, as they have designated areas to wait for you.
Did a driver ask you to pay? There may be an attempted scam if that happened.
There are airport related fees in many major airports; however, these fees will be directed added to the fare and be reflected on your Uber invoice. (i.e. charged to your credit card.) You do not pay the driver himself.

I definitely smell a scam happening here.
This type of stuff still works on people, despite Uber making it infinitely easier. Tourists, elderlies, country bumpkins...if they don't know the rules they can easily be scammed.
