This question is a very serious one yet a hard one to answer as the laws change from region to region. Some areas allow babies and toddlers to ride in for-hire vehicles without a car seat while others strictly forbid it.
For Perth WA, the law appears to state that for-hire vehicles follow the same rules as taxis, meaning you can bring your baby in the backseat of a for-hire car with you without a car seat. However, as Uber is in a bit of a gray area for whether they are classified as a transportation company (for-hire car) or technology company, the law might be a bit fuzzy in this situation. We would always recommend bringing a child car seat with you to ensure the safety of your child, especially since you do not know the person who will be driving your Uber car!
Some cities even have Uber Family, which is an Uber service that will send you a vehicle with a child seat already properly in place. Check to see if your area has Uber Family.

Easier answer for Taxis and Livery (limos) Services
You may also want to be aware that car seat laws with taxis and livery services are looser than they are for personal vehicles. The topic is covered in the link below. Unfortunately, the laws are currently not clearly defined for rideshare services where the drivers (say for UberX) may not have taxi or livery licenses.
