I thought we had 5 minutes to cancel. It's always been. I saw a charge yesterday for cancelling, and when I asked another driver about it today, he told me the policy has changed. Is this true?

Used to depend on the market. Now, across all US cities, you only have 2 minutes to cancel.
This is correct. The riders now only have 2 minutes to cancel and that clock starts right as you accept the trip. This is one of the changes they have introduced as part of the 180-days-to-change initaitive. According to Uber:
We’re reducing the cancellation window for riders to cancel without a fee from 5 minutes to 2 minutes. (1)

If a rider cancels a trip request more than 2 minutes after you accept the trip, you will get the cancellation fee set by your city.
