Uber does not allow riders to choose their driver
Uber, at this moment, does not allow riders to choose their driver. Uber automatically matches you with a driver when you request a ride. It is a bit confusing as Uber does like to show you that there are a lot of drivers in your area, giving off the impression that you can choose your driver. However, Uber's reason for showing you the amount of drivers in your area is to make you feel like you will be able to get a ride quickly!
Uber matches you with a driver based on the driver's proximity to you and how long since each driver in your area has given their last ride, to ensure drivers are each getting a substantial amount of rides.
While you cannot choose your driver, you can choose your service level through Uber. Before you request a car you can filter through the different Uber services near the bottom of the app. This does let you look at potential car types so you can choose either an economy car, SUV, or luxury vehicle.

I know a couple of Uber Drivers that have Military ID's and can get on Camp Pendelton to pick me up. How do I request one of these Drivers?
I had the rider in my car after he asked me to wait for him. Thinking that the app would select the closest driver, I had him enter his request into the rider app. Instead of pinging me, it selected a driver 2 minutes away, then a driver 4 minutes away. Meanwhile I get a ping for a ride 2 miles from my location.
How is the driver selected if not by distance?
This does not quite address your question, but there are newer services that do allow you to select a driver/car. Like Bid2Ride for example or potentially a more traditional limo services.
