Uber's rider cancellation fee does go to the driver. Uber says,
"Cancellation fees are charged to compensate drivers for time invested in traveling to a rider's pickup location."
However, the Uber Fee does apply to this transaction.
Now, why is there a rumor out there? It is most likely because the policy, such as the fee amount and rules on enforcement have changed in its history. A few additional data points:
