Yes. This is true. It is a part of Uber's initiative called, "180 Days of Change," to improve the company.
When a rider gives a bad rating for something out of your control, such as price or issues with the Uber app, the rating is removed and not added to the overall rating. Uber believes this is a more accurate reflection of your driving and service.

If a rider rates a trip under 5 stars, they’ll be asked to provide a reason why.

If the reason is something out of your control, like price or GPS issues, the rating will be excluded from your overall rating.
