Uber is testing a lite version of their app in India currently as a last play in a territory where they are failing. Uber lite is only 5MB vs the traditional app space of 181MB. The app is super simple to use and will be easier for people with connectivity issues or small data plans. At the moment it is only available on Android phones but they want to continue expanding this stripped down app in other markets.
Personally, I do not think this will help Uber in India, they have already failed in China and SE Asia. Ola is going to beat this in India now.
