Slow periods. Like 10 to 11:30. or 1:30 to 3:00. The streets are pretty dead around those times, and you will always get the cheapest prices.
I'd like to also say in middle of the night, but the drivers are scarce so you never know.
no idea. oh, do you mean when to avoid surges? just take it whenever other people aren't. so avoid busy times.
