I have downloaded Uber on my Samsung phone but when I try to use it says I cannot connect with Uber check my connection and I do and everything is fine but it still does not work.

Did you give Uber app all the permissions when you installed it? Maybe you blocked features like WiFi and GPS upon install.
I’m an iPhone user so I’m not sure if I know what I’m talking about.
