Everything was going so well then all the car repairs hit, bought a Beauty at the Used Car Lot,
now I haven’t been able to drive Legal, because UBER & Lyft do not accept Temporary Registrations,
and it takes 3-4 weeks till it arrives by mail.

Weird. In Washington I registered a 2017 Sentra with Uber after moving it from Florida, and had only the temp WA registration and FL tags. Registered and allowed to drive immediately. In another case, I purchased a 2017 Altima, registered it with the temp registration and tags, and again was allowed to drive it immediately. A few weeks later I ended up giving the Altima to my granddaughter, and purchased a 2016 Altima. No problem with temp registration and tags. in any case as long as I had proper insurance coverage, I was golden. It seems to me that your problem is related to regional restrictions rather than general Uber requirements.

Yes, UBER & Lyft were the same.
I think that the delay stems from the dealer, they did not opt for electronic filing.

I did it with temp registration and even license (no joke) , and Uber and Lyft approved me just fine. I was an existing driver though. I wonder if that makes a difference.

My issue is Moot now,
I got my reg. from the state.
The dealer held on to the paperwork for the full amount of time they could.
The state worked quick. ( PA ).

Have you thought about renting a car to uber. If you live in San Francisco, you can use GetAround. If not, ZipCar seems to be everywhere.
Actually, did you try submitting the TEMP registration? I have heard elsewhere (I think at RMB) that those are actually legal documents, and they have to accept it as "real." This is to make sure such stupid thing as printing and mailing delay would not cause trouble for the consumers.
Some tag places in PA such as Langel’s in Feasterville are authorizes for on line transactions with PA DMV which means they see same screens on their computers as does DMV. For $20 they can print your regular registration right there and then. Call a few in your area and see if they are authorized by PA DMV for online transactions

I think the 3 problems with the delay are,
* The dealer did not eFile,
* The ink on the temp reg. was light.
* The reg. was crinkled.
