Today, when I got in my Uber, there was a DOG in the front seat just sitting there with his tongue out, LOL. Before I could say anything my driver turned around and said "sorry, I can't leave him at home, her gets lonely.".
I kinda loved it but is this even allowed?

I dont think this is allowed, unless maybe it was a service dog.
