Rates are simply not high enough. They intentionally keep their prices low in order to gain marketshare, dominate the market, and drive other businesses like taxis and limos out of business.
It's a typical predatory tactic that can be accomplished by start-up companies that are playing with funny money of investors.
That's really funny because "like" was a problem back in the late 80s and 90s when I was in school. I remember our English teachers correcting all my female classmates back then.

Just rent a car from U-Haul. They charge by the hour, and can be like $20.
or go to a local Home Depot. They usually have a truck for rental. Super easy to rent, and they charge like $18 plus mileage.
Quiet mode is a good idea. They can easily implement this feature. I had a chatty driver from Indy downtown to the airport. It was 5:45 and I had 3.5 hours of sleep. Then a chatty driver. The app proudly told me he is known for his praised interactions and having great stories. Sigh

Also, that article says that he discovers how hard it is to be an Uber driver. Isn't that like an counterexample of him being an Uber driver.
I would imagine music services like Sirius and Spotify are popular among drivers. I mean you get your worth out of it for all the hours you drive.
Plus it must be tax deductible.
