Yeah, this is actually a thing.
Drivers do this when they don't like you. Some drivers mentioned in this thread that for annoying customers whom they plan to cancel, they would drive by and see if they can get a no-show fee.

I will commend Uber for how the tip go on the same credit card and they automatically consolidate the receipts from two transactions. Super helpful so the business users don't have to submit two expenses.

Didn't we go through this whole fiasco once with eBay where people started selling P2P style? Are sellers responsible for collecting taxes for example.
The answer is basically that if you are running a business, business rules and regulations apply.

Looking at your receipt. Uber took $4.08 of your $12.40 trip? (Without tip, that's 11.40.) That's 36%!!!!!!
There is a different standard in every city. In markets where Uber is struggling to meet the driver count they will ease up on the rating requirements. That's why 4.60 is just a guideline.
So if Uber is doing bad in your city, sure, I bet they don't deactivate you for doing anything.
