i feel like i see this all the time. it would be weird to not have a sign if you were deaf, people would think you were ignoring them
now if only uber and lyft were so accomodating for their passengers too...
Uber and Lyft both have disability services for passengers. Granted, it's not perfect, but the options are there if you need them!:

IMHO I'd be a little scared to have a driver who couldnt hear anything.
Disability services are a huge deal and it's rare that they are accomodating so it's great that Uber and Lyft support people with disabilities and allow them to drive on their service
