A friend recently asked this because someone had stolen an old email account and opened an account in his name. He checked the account and found Uber had sent a ride receipt for a ride he never took and knew nothing about? Does this happen often?

I would guess that this does happen from time to time but besides the inconvenience of someone stealing your old email address and having their Uber trip receipts sent to it, there isn't much to actually worry about!
Uber monitors it's riders accounts primarily based on the user's phone number. They only allow 1 account per phone number. If someone stole your phone number and created an account under it then you would be in more trouble as you would not be able to open your own account and you would be getting calls/texts from the drivers.
Also, unless this friend also had his credit card info stolen he will not be on the hook for paying for this person's rides - which is a relief!
While this issue is relatively harmless I would still recommend that your friend contact Uber to let them know - who knows maybe this person has also been operating his account with another person's stolen credit card!
