No, brah. The weed smokers are the most gentle mellow people. When have you heard some smoked up dude get into a fight or rob a convenience store. It's the drunks you have to worry about.
For just smelling like weed, no I wouldn't say anything but I would if they were smoking in my car.
I’m a driver and I have heard repeatedly from fellow drivers that they get randomly busted for riders reporting they smelled pot. So yes riders rat out their drivers all the time. Even those who are not guilty at all. You know if you smell cigarette or marijuana, it’s like it’s from the previous passenger.
This article is such crap. What drivers are reporting this crap? It's one of those stories journalists found some rare case and decided to blow it out of proportion so he has a story. Wreaks of it. (hehe)
I am sure one guy got reported, in order for this message to be sent by Uber. however, we all know the driver just wanted to frame the passenger for being an a-hole. True story.
You are right. It does read that way. Uber doesn't care and 99% of drivers would care.

Or the hint just needs to be more than just rolling down the window. Maybe the drivers were just hot or payin' the toll.
You say "rat out", but do you mean like calling the authorities for doing an "illegal" activity? No, I wouldn't rat them out. Now, if they did something to me or to my car, of course. I would report them for wahteer they did.
So I guess the answer is "no." I wouldn't rat them out.
No, not report them to authorities, just to Uber. You know for smelling up your car.
