Yes and no. Uber app will make multiple attempts with your nearby drivers
Yes and no. The request continues to cycle through the nearby drivers who match the profile, i.e. closest ones by proximity usually. So if every driver around you declines, it goes back to the driver who received the request first. (The it goes through the list again. If new drivers enter the proximity, I believe they can be included.)
This can get troublesome and rather annoying for the driver when there’s only one driver nearby. The request can keep coming back to the same driver.
At some point, the user is told that no drivers are available. ...so make sure you keep your rider ratings up. :)

I get same request over a 20 min time period 3 to 4X. Usually rider has a low rating, shared ride, pool ride, or fake name. If I declined once going to decline next 3X. It is rather annoying.
In this day and age, highly unlikely since there are 8 cars on every corner. Possible if you’re in a rural town in South Dakota in the middle of a snow storm. 😂
Guru answer is dead on. And it’s super annoying if you are the only driver. I sometimes would have to leave the location to make it stop.
Imagine a scenario where the ride was declined or cancelled and the rider is still trying to find a ride. How awkward to be matched up again.
