Uber's mentality on no tipping started with black cars and "Your own personal driver" or whatever their catchphrase was. I think that was totally fine.
The problem started when they released UberX. (Gosh, it's been a long time.) They should have released the tipping feature then when they widened the audience.
Yeah, man. What if the hooded man had a serious question, like asking for directions. Maybe he lost his wallet and was asking for $2.75 to take the bus home.
Then you peel off, and now he is on the ground, all muddy, and now cold too.

Do you know if, in order to solve a dispute, Uber is allowed to check the GPS location of where the rider was upon "drop off?" Say when there is a discrepancy to the stories as to where the rider got off and where driver terminated the trip?

Right. People take care of their own things, often with pride. Other people's things? Nope.
Well, I guess theoretically, they can limit by total number of drivers registered within a region. Of course, Uber wouldn't like that AT ALL, but the city may be able to enforce that. (or attempt to)
I suppose Uber, with the technology they have, can theoretically limit the number of drivers online. If a city allows 100 drivers on the road at once, when a 101st driver attempts to login, they basically block them.
Obviously, Uber wouldn't go with any of these, but they COULD do these things.
I can't imagine this making a huge difference in pay.
Oh, gosh. This just ruined my morning. I am an avid Uber person now, but I always sympathized for taxi drivers. I think I decided to look away and ignored the situation. Kept hoping that they will be ok. (I am being serious.) ...or that they had more time.
It's so easy to ignore. For Real. we all knew they were in trouble, but we never heard their cries for help. and now we finally hear about it in the form of bankruptcy and medallions being given away. so many lives were ruined by how Uber played the game.
