Driver here. Uber cars are technically supposed to be smoke-free. But like brownbear said, even if that rule was adhered to, you don't know the car's history. One thing you could do is call the driver after you request the ride (you can call via the app), and ask them, explaining that any previous smokers in the car at all would give you a bad reaction. Most drivers would be honest about it since they don't want a bad rating. They would rather you cancel the ride than get a 1 star rating.
So they are trying to stop the rideshare infidelity most people practice regularly. If I'm paying $25 a month for Uber I'm not going to be using Lyft, probably ever...
Surge pricing is really getting out of control these days...

I think what Uber and Lyft aim for is uniformity. They don't want us to stand out. Just do our jobs properly and that's all that is required. I think that's all riders really want too. Get me from a to b.
I do enough to get a good rating. Nothing more. Why should I? There is no benefit to me, and other measures would just cost money. It's not like more riders are going to choose me than some other drivers. This isn't a competitive activity.
Seems like it will only really hurt dishonest drivers. I'm not gonna worry about it. do Waze and gmaps differ that much? A third of a mile is a pretty long way off course.

As loretta said it's every year. I have not heard of anyone getting slack from Uber; the requirements are firm.
Uber knows what car we all drive. I have not run into this situation so I can only speculate, but I presume if my car was going to become out of date with new requirements, I'd get a notice from Uber basically saying I need to get a new car in order to keep driving for them.

Yeah he won't be able to continue driving if they update the requirements to a newer year. Otherwise there would be some super old cars driving for Uber.
