Driver here. Uber cars are technically supposed to be smoke-free. But like brownbear said, even if that rule was adhered to, you don't know the car's history. One thing you could do is call the driver after you request the ride (you can call via the app), and ask them, explaining that any previous smokers in the car at all would give you a bad reaction. Most drivers would be honest about it since they don't want a bad rating. They would rather you cancel the ride than get a 1 star rating.
That tower has a huge indoor area with escalators to the street iirc. when you are ready just go out there to the street and use the Uber app to hail the ride. If it's raining you can then go inside to wait.
tough time to be buying a vehicle now for sure. I feel for ya. but if you persist you will find something. as for the insurance that quote doesn't sound out of line but I don't know your area at all.

I don't think you'll find many drivers that would have a problem. Maybe depending on where you are. Most of us aim to be professional and that means leaving politics and personal feelings in the garage.

Maybe get a cheap pair of over-the-ear headphones. Put them on after the initial chit chat is over. You don't have to even listen to anything... Driver will figure it out.

They are really about the same. Not a bad idea to have accounts set up on both apps in case one has more availability, or less surge than the other at the time. But both will get you where you need to go.
Most people drive for both. They are basically the same.
Cost estimate is a ballpark. Be prepared for it to be higher if there is traffic or anything. Also surg pricing would make it higher.
TBH I am skeptical that people would use this. People who don't tip aren't going to care that they could get a quarter of their tip back. It's still spending money to them.

Does anyone else feel like we hit peak absurdity before covid hit... I mean, scooters dumped all over our lovely cities like candy wrappers so rich tech bros could fly around feeling cool.. Maybe this pandemic is just mother nature telling us to get ahold of ourselves.

if I was in your shoes I would probably just make a new account with a new email... getting through to uber customer service seems like it would probably be impossible.
Problem is a lot of restaurants are closing now. But yeah until recently a lot more people were ordering.
Seems unlikely to me... but I suppose it is possible. I have never had a problem in my car. And I sometimes drive in an urban area that is known to have a bed bug problem in some places.
They don't deactivate for lack of use afaik. At least a few weeks should be fine. Hope you feel better soon.
How is ola allowed in London but not Uber?
If you use a different email address maybe... And a fake id... TBH I am not sure how you could pull this off without breaking a ton of laws. Good luck though.
