No, there does not seem to be rules against this either (at least from Uber and Lyft's perspective. However, this may definitely get snagged by some local rules. You would need a commercial license, seller's permit to operate in certain locations, etc. It's the whole reason you can't just open up a shop on a sidewalk or have a food truck. Here's a great link:

I just updated this thread to reflect a feature that came out over the summer.
Long way to go before $70B of Uber, but $11B isn't shabby.
I will also add that, at time of this writing and in the USA, UberX tends to have the cheapest short trips. (In most US markets, Lyft matches Uber prices BTW.)

Uber never has taken NO for an answer. Not in their DNA. :)
Late shift taxi drivers looooove waiting at the airport. You should be able to find them at the taxi stand. If there is an attendent at your terminal but don't see a cab, they can even call you one from the "staging lot", where the drivers wait.

Yep, you can totally do this, but with Uber app's update from earlier this year, it's a bit tricky to do so. The app automatically assumes your current location as the starting location, so you would need to make sure you modify that to your niece's location.
If you use RideGuru's app, it'll allow you to set the starting and ending location freely. Have you given it a try?
TNC's attempt to be flexible and responsive to consumer demands. However, this will raise more overhead and will it even attract the drivers?
Then there's the bigger question. Can this go up against the even more adaptive model of Uber and rideshare programs? I can imagine people saying this move is just too late.
